Inner Mongolia unveils transport services plan for 2026–30

The Inner Mongolia Autonomous Regional Transport Department issued a comprehensive transport services development plan for the 15th Five-Year Plan period (2026–30) on Sept 24, aiming to build a modern, integrated transport service system by 2030.

The plan aims to establish high-quality, multi-level passenger transport services and an integrated, resilient freight and logistics network. It also calls for greener and smarter transport, improved digital capabilities, stronger safety and emergency response measures, and more effective industry governance.

It outlines key tasks in eight areas, including transport hubs, urban and rural mobility, logistics, smart and green transport, safety and resilience, and governance.

Ten dedicated initiatives will support the plan's implementation, spanning hub development, urban-rural transport, logistics, autonomous driving, low-altitude logistics, new-energy heavy-duty trucks, and safety improvements.

The plan also sets targets for pilot programs and national demonstrations. These include one or two national pilots for integrated passenger journeys using a single ticket, two to three low-altitude transport pilots, 10 model counties for rural roads and integrated urban-rural transport, and two to three demonstration zones for high-quality urban transport development.

By 2030, Inner Mongolia aims to ensure that all new comprehensive passenger transport hubs meet a transfer-distance standard of no more than 300 meters, while 90 percent of multimodal freight hubs can complete cargo transfers within one hour.

Other targets include customized services on more than 20 percent of scheduled passenger routes, at least 20 typical routes for autonomous heavy-duty trucks, and new-energy heavy-duty trucks accounting for at least 20 percent of the total fleet. The plan also aims for new-energy heavy-truck charging and battery-swapping facilities to cover 24 percent of expressway service areas.
