1. Upgrading goods trade

· Facilitate access for high-quality agricultural and food imports from neighboring countries

· Expand import channels for premium agricultural products

· Establish joint inspection, testing, and certification mechanisms with neighboring countries

· Support export of used vehicles via bonded border warehouses with exhibition and after-sales centers

· Promote integrated domestic–foreign trade platforms and develop leading enterprises

2. Enhancing services trade

· Develop new cultural service export models and develop branded cultural products

· Attract international sports events and develop sports tourism products

· Promote integration of horse racing, wrestling, archery, and tourism

· Develop specialty tourism train services with private capital participation

· Expand outsourcing services in IT and pharmaceutical R&D in Hohhot

3. Develop new border trade systems

· Upgrade digital border trade platforms and regulatory systems

· Implement classified inspection and differentiated supervision for imports

· Promote "agency declaration + direct transport + intelligent inspection" customs clearance model

· Optimize export supervision mechanisms for border trade goods

Enhancing two-way investment cooperation

4. Expanding foreign investment access

· Pilot opening of advanced biotech fields, such as stem cell and gene diagnostics, to foreign-invested enterprises

· Allow qualified foreign travel agencies to operate outbound tourism (excluding Taiwan province) within the FTZ

5. Strengthening outward investment cooperation

· Encourage investment in agriculture, livestock, energy, and resources in countries participating in the Belt and Road Initiative

· Support overseas integrated marketing systems covering exhibition, sales, logistics, and after-sales

· Provide financial support for processing trade-driven export expansion

· Promote cross-border industrial chain integration through domestic and overseas industrial parks

Strengthening northward international connectivity

6. Enhancing international logistics

· Develop smart ports in Manzhouli and Ereenhot

· Build Hohhot into an international air cargo and express hub

· Optimize international air routes and support bonded aviation fuel services at Hohhot Shengle International Airport 

· Expand Hohhot Comprehensive Bonded Zone when conditions permit

7. Developing port economy

· Promote smart customs supervision systems

· Implement joint supervision of copper concentrate imports

· Explore joint pharmaceutical inspection mechanisms

· Develop intelligent cross-border transport channels including autonomous vehicles

· Improve green channel clearance for agricultural products in Hohhot area

· Facilitate fast-track border inspection for personnel and cargo in Manzhouli and Ereenhot

8. Expanding rail freight capacity

· Strengthen Hohhot, Manzhouli, and Ereenhot as China–Europe Express Railway hubs

· Develop customized China–Europe freight services

· Expand Ereenhot–Ulaanbaatar rail connectivity

· Promote multimodal transport systems with unified documentation and containers
