Strategic positioning and development goals

China (Inner Mongolia) Pilot Free Trade Zone (FTZ) places institutional innovation at its core, aiming to pioneer replicable and scalable reforms.

Leveraging Inner Mongolia's strategic location – linking eight provinces domestically while serving as a gateway to Russia and Mongolia and having strong connections to Europe and Asia – the FTZ will integrate into the Belt and Road Initiative and the China–Mongolia–Russia Economic Corridor.

In order to develop into a key hub that connects domestic and international markets while serving surrounding regions, it will establish:

· an international center for information exchange

· a logistics and transportation hub

· a regional hub for resource allocation

· a center for technological innovation in key sectors

· a platform for industrial cooperation

The zone will be developed into a strategic frontier for inland opening-up and a demonstration area supporting high-quality national development, serving as a strategic pivot for border stability, regional coordination, and national service capacity.

Greater autonomy in reform will be granted to the FTZ, encouraging pioneering, integrated, and differentiated institutional experimentation across wider sectors and deeper levels. Within 3–5 years, the FTZ aims to:

· further integrate technological and industrial innovation

· significantly strengthen green development momentum

· improve connectivity within domestic and international dual circulation

· enhance spillover and radiation effects

· strengthen energy and strategic resource security capacity

· fully realize its role as a key gateway of China's opening-up to the north

Ultimately, the FTZ will become a high-standard free trade zone characterized by investment and trade facilitation, a dynamic innovation ecosystem, clustered competitive industries, and active international engagement.
