CPPCC member Zhang Liwen focuses on advancing green energy transition

Zhang Liwen, a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and an expert at China Resources (Holdings) Co, will put forward policy recommendations on building a new-type power system to support China's development as a leading energy powerhouse during this year's national two sessions.

For years, Zhang has focused on the high-quality development of the new energy sector and the implementation of China's "dual carbon" goals.

In 2025, all her proposals – submitted during the national two sessions – were officially filed and received responses from relevant authorities. These included suggestions to improve evaluation systems for the residual lifespan of photovoltaic modules and to accelerate the establishment of a new carbon emission control mechanism in the industrial sector.

Zhang has deepened her commitment to thorough field research. In 2025, she participated in a CPPCC biweekly consultation session on transitioning from dual control of energy consumption to dual control of carbon emissions.

She later joined research tours in Inner Mongolia autonomous region, including Hohhot, Baotou, and Chifeng cities, to study ways to promote high-quality new energy development, and took part in an inspection tour in Xinjiang Uygur autonomous region focused on desertification control and key ecological projects.

"Every research trip is a learning process, and every suggestion carries responsibility," Zhang said.
