The Baotou finance bureau has prioritized sci-tech innovation in its fiscal support in 2026, refining a mechanism for the steady growth of fiscal investment in science and technology and bringing funding to a record high. To date, 904 million yuan ($134.77 million) has been allocated to nearly 800 projects to support sci-tech innovation and the commercialization of research achievements.

The finance bureau has focused its support on two core industries—rare earth advanced manufacturing and advanced materials—while also promoting the growth of four emerging industries. This approach marks a shift in fiscal sci-tech funding from broad-based investment to targeted and precise support.

The bureau has established performance-based oversight throughout the entire funding process, strengthening management from project approval and implementation through to final approval. Special funds will undergo performance assessments, with the results closely tied to future budget allocations. The measures are intended to improve the efficiency of fiscal sci-tech funding, channeling limited resources into tackling key technologies, the commercialization of research achievements, and industrial development, helping Baotou cultivate new quality productive forces.
